I don't know if the java version here supports it at all, but most standalone irc programs do. So if it's possible, try mirc or others.
Also, I'm thinking the java version points to the server irc.fef.net, which just redirects to a random (?) server within the fef.net network. Some of these servers require ident, other don't. So maybe try a connecting a few times to see if it helps.
Another option might be to install an ident program on your machine. I don't know if this works, but it should. Just make sure you open port 113 in your firewall, since this is the port that the server will use to check. This might even be the problem in the first place, and the java version handles it just fine if a firewall isn't blocking it. Again, this is pure guessing on my part.
